The Inventory of Existing Chemical Substance in China – IECSC (2013 and updates)
China’s chemical inventory of existing chemical substances is IECSC, which stands for the Inventory of Existing Chemical Substances Produced or Imported in China (IECSC). There are two parts of IECSC, public part and classified/confidential part. Companies can check out the public part by themselves and shall only enquire Authorities for classified/confidential part. If substances are not listed in the public part, companies have to submit a formal enquiry to SCC to check whether a substance is listed in the confidential part. The enquiry costs 3000 RMB.

On May 20, 2024, China's Ministry of Ecological Environment (MEE) announced the addition of a batch of 34 registered substances that fulfill the requirements of existing substances into the Inventory of Existing Chemical Substances in China (IECSC).

The Provisions on Environmental Administration of New Chemical Substances (MEE Order 12) require enterprises to complete new substance registration/record before manufacturing or importing, or they may face various punishments.

Comparison of Hazardous Chemicals Traceability Code Implementation Policies: Beijing vs. Shanghai
In February 2024, the Shanghai Emergency Management Bureau and the Shanghai Transportation Commission officially released the "Notice on Advancing the Management on the Inventory of Hazardous Chemicals and the Loading and Unloading of Dangerous Goods through the Implementation of 'One Enterprise, One Product with One QR Code'" to require that Shanghai's hazardous chemicals enterprises complete the construction or transformation of the warehouse management system (Dynamic) for hazardous chemicals by December 31, 2024. With the implementation of Beijing's "Technical specifications for full-process traceability management of hazardous chemicals" (DB11/T 2196-2023) on April 1, 2024, many enterprises in multiple districts of Beijing have been required to start applying for and affixing traceability codes for hazardous chemicals.

Shanghai Advances the Implementation of "One Enterprise, One Product, One Code" for Hazardous Chemicals
In February 2024, the Shanghai Emergency Management Bureau and Shanghai Municipal Transportation Commission jointly published a notice to further advance the management of the "One Enterprise, One Product, One Code" Policy which requires stakeholders to establish a system to record the inventory of hazardous chemicals and affix QR codes before December 31, 2024.

China to Simplify Import and Export Control for Certain Products Containing Low Concentration of Triethanolamine
On January 25, 2024, China‘s Ministry of Industry and Information Technology, the Ministry of Commerce, and the General Administration of Customs jointly issued a notice on simplifying the import and export control over mixtures containing low concentrations of triethanolamine, which will take effect on February 1, 2024. According to the notice, products with low concentrations of triethanolamine, including non-medical disinfectants, synthetic detergents, cosmetics, and inks, are no longer subject to the import & export control for triethanolamine (HS code: 2922150000), and triethanolamine mixtures (HS code: 3824999950) listed in the Catalogue of license for dual-use items and technologies.

China to Prohibit the Import and Export of PFOS Products in 2024
On December 29, 2023, China’s Ministry of Commerce, the General Administration of Customs, and the Ministry of Ecology and Environment jointly published the list of goods prohibited from export (eighth batch) and the list of goods prohibited from import (ninth batch), in which PFOS products were included.
