In Singapore, the Control of Vectors and Pesticides Act establishes a regulatory framework for the registration of public health pesticides and repellents against vectors, as issued by the National Environment Agency (NEA) of Singapore. This Act requires the registration of all pesticide and repellent products intended for use against specific vectors within the nation.
Singapore Food Authority (SFA) regulates and registersagricultural pesticides used in the cultivation of plants intended for sale in Singapore. These include synthetic chemical and biological pesticides, plant growth regulators and pesticide-containing biostimulant/fertiliser/soil conditioner. Pesticides are carefully evaluated to ensure compliance with SFA's requirements before they are registered. Those not registered with SFA cannot be used in local agricultural farms.
Who Shall Register?
Any person who manufactures, imports, distributes, supplies or sells any pesticide/ repellent products may apply for the registration of pesticide products in Singapore. However, the applicant must be registered locally under the Business Registration Act or the Accounting and Corporate Regulatory Authority (ACRA) to conduct business in Singapore. In the case of a company, it must be incorporated under the Companies Act to be eligible to apply for registration.
Pesticide Registration Types and Data Requirements
Registrations are differentiated according to the pesticide hazard classification, encompassing both general use registration and restricted use registration types. The applicant is required to submit a range of data to support the registration of pesticides, including physicochemical properties, toxicological profiles, and efficacy data, among others.
Data to substantiate product claims of content, safety, efficacy and quality. Studies or tests shall be conducted in accordance with the principles of Good Laboratory Practice (GLP) and internationally recognized testing guidelines and methods, such as those published by the Organization for Economic Co-operation and Development (OECD), the Collaborative International Pesticides Analytical Council (CIPAC), Food and Agriculture Organization (FAO) and World Health Organization (WHO).
Registration Evaluation Process
There are two key stages for each registration process: Dossier screening stage and Technical evaluation stage. Technical evaluation is conducted to assess the product content, safety, efficacy and quality.
Application dossiers will be assessed based on international guidelines (such as WHO Guidelines, USEPA Guidelines and EU Guidelines); Additional information/ data may be requested for further clarification or verification of product claims of content, safety, quality and efficacy, which will require further evaluation and the evaluation time may vary depending on the submitted information/ data.
Registration Fee
A non-refundable registration fee of $160 per public health pesticide/repellent product shall be paid once the registration is approved.
