Under the Regulations Concerning the Hygiene Supervision Over Cosmetics, classification management was not implemented for cosmetic new ingredients, making it hard to determine the scale of evaluation, thus only a small number of new cosmetic ingredients were approved for those years. From 2004 to May 1, 2021, only 14 new ingredients were approved.
On June 29, 2020, the Cosmetics Supervision and Administration Regulations (CSAR) was published, along with a series of supporting documents related to the registration and filing of new cosmetic ingredients, including the Measures for the Administration of Cosmetic Registration and Filing, Provisions on the Administration of New Cosmetic Ingredients Registration and Filing Data, and the Technical Guidelines for Cosmetics Safety Assessment. Since the implementation of the new regulations, as of November 29, 2023, 103 new ingredients have been registered.
Under the new regulations, the risk classification management model for new cosmetic ingredients has greatly accelerated the process for the filing of non-high risk new ingredients. The establishment of a 3-year monitoring period not only adjusts the government's overall responsibility for assuming safety risks under the old regulatory model to the registrant's independent performance of new ingredient safety monitoring obligations, but also meets the needs of enterprises to obtain certain protection for their investment in technological innovation.

Ms Chloe Wang works in CIRS Group for more than ten years and currently leads the technical team of cosmetic regulatory affairs with the rich experience in the registration of cosmetics and new cosmetic ingredients. She is a certified toxicologist by the Chinese Society of Toxicology. Under the new regulations in China, she has successfully obtained multiple NMPA numbers for cosmetic ingredient enterprises. She is familiar with cosmetics regulations in regions such as China, the European Union, the United States, Japan, and South Korea, and has served as a keynote speaker to give the training to foreign cosmetic companies in the international regulatory conferences.

Ms Wenbo Zhang has three-year experience in cosmetics regulatory compliance. She is responsible for providing global cosmetics regulatory consultation and product registration project management for domestic and foreign cosmetics and ingredient enterprises. Such as Southeast Asia, Japan, South Korea, Europe, America, Australia, etc. She has successfully provided regulatory consulting services to over 60 domestic and foreign enterprises.
