2023年9月16日，加拿大政府發布了一則通知，根據《加拿大環境保護法》的規定，擬對加拿大本國物質清單（DSL）進行修訂，將在145種聚合物的物質標識符中添加字母“P”。此修訂提案目前正處于意見征詢期，將持續120天。

背景

《加拿大本國物質清單》（DSL）記錄了在加拿大以商業規模生產或進口的物質清單。未列入DSL清單的物質被視為新化學物質。根據《加拿大環境保護法》，在對其進行人類健康和環境的潛在影響評估之前，新化學物質不得進口至加拿大或在加拿大制造。新化學品和聚合物的通報要求在《新物質通報法規（化學品和聚合體）》中有詳細規定。

一般情況下，DSL清單上的化學物質不受通報的約束，但當DSL清單上某一化學物質的物質標識符后面附帶監管標志（即字母“S”、“S prime”或“P”）時，在某些情況下，該物質將受到通報的約束。

字母“P”的含義：

字母“P”表示這些聚合物經過評估，符合法規中降低法規要求（RRR）聚合物的標準。符合降低法規要求（RRR）聚合物標準的物質被認為是低關注度的，其監管要求會比不符合降低監管要求（非RRR）的聚合物要少。

修訂原因：

目前，不符合RRR聚合物標準的這些聚合物的任何形式都不需要根據法規進行通報。因此，擬議在這些聚合物的物質標識符中添加字母“P”，以明確只有RRR形式的這些聚合物根據其評估包含在DSL清單中，而非RRR形式的并不包括在內。添加字母“P”將允許在其進口或在加拿大制造之前對不符合RRR聚合物標準的這些聚合物的任何形式進行環境和人類健康風險評估。
