ECHA風險評估委員會就引入或更新某些物質的統一分類和標簽發布意見,并在發布修訂以前,向成員國和利益相關者征集意見。本次擬采納意見的物質有54個,清單見附表。
歐盟委員會曾收到利益相關方對1,4-苯二胺、N,N'-混合Ph、甲苯基衍生物、二丁基氧化錫的科學評估提出的質疑。經評估,額外的信息不足以質疑其科學評估。因此,引入有關物質的統一分類和標簽是適當的。
另外,數據表明鉛塊在水中的溶解度低于鉛粉,根據法規(EC)1272/2008附件I第4部分的計算得出的鉛塊分類不夠嚴格。因此,就M因子而言,修改鉛粉已有的水生毒性分類是合適的,并對鉛塊引入不同的水生毒性分類。
關于甲基丙烯酸甲酯的呼吸道致敏物分類,碳酸鋰、氯化鋰和氫氧化鋰作為生殖毒性物質的分類,委員會也收到了利益相關方的補充信息。由于新信息還需進一步評估,上述4種物質在現階段不應進行統一的分類和標簽。
此次分類修訂,歐盟也給予了供應商一段過渡期,用來調整產品的標簽和包裝,并根據現有的監管要求銷售現有庫存。供應商也可以在本條例適用日期前自愿應用新的分類。本法規將會在《歐盟官方公報》上公布后第20天生效,并將在生效后的18個月后開始適用。
