新加坡國家環境局 (NEA) 已根據《環境保護與管理法》(EPMA)，將26種化學物質列為有害物質(hazardous substances HS)進行管制，從事涉及26 種化學品中任何一種的以下活動的公司必須獲得HS許可證/執照：

進口、出口、制造、銷售、運輸、儲存和/或使用受管制化學品——需要執照(HS licence)
購買、儲存和/或使用受管制化學品——需要許可證(HS permit)

NEA計劃監管于 2023年6月 生效，這些變化將在2022年12月前通報。自2023年1月1日起，在《環境保護與管理法》和《環境保護和管理（有害物質）條例》修正案公布后，NEA建議公司可開展修改或申請HS許可證/執照。

NEA管制的HS具有高度毒性、污染性，并且是難以進行生產管理和安全處置的廢料。

對于具有更廣泛工業用途的物質，NEA正在對這些物質構成的潛在安全和環境風險進行更詳細的審查，以便在可能的情況下給予低濃度豁免。利益相關方可以在2022年11月 10日之前將相關數據（例如安全數據表、混合物/產品中存在的化學品濃度以及化學品儲量）提交NEA進行審議。

目前，這26種化學物質由新加坡海關根據《化學武器（禁止）法》(CWPA)和《化學武器（禁止）條例》(CWPR)與NEA共同監管。
